The term ELL (English Language Learner) is applied to non-native speakers in the process of acquiring English whose current proficiency level in English may qualify them for supplemental services through the State Transitional Bilingual Program (STBP). The goal of the ESL (English as a Second Language) program is to assist students in obtaining English language proficiency in order to reach academic success.
Students qualify for ESL services based on the results of a language assessment given to them when there is an indication on the Home Language Survey that the child’s first language spoken was one other than English. This assessment measures the student’s language skills in listening, speaking, reading, and writing.
The ESL program provides a spectrum of direct and indirect services to students and their families.
At all grade levels the primary goal is ensuring that English Language Learners have access to and successful participation in all district programs. The ESL program supports and supplements instruction received in the regular classroom. Services for students are supported by certified ESL resource teachers, classroom teachers with an ESL endorsement and/or instructional assistants.
At lower language-acquisition levels (pre-production, early production, low speech emergence) our ESL program is primarily a pull-out model with the use of certified ESL teachers an instructional assistants working one-on-one or in small groups with students on basic English language skills. Primary responsibility for academic instruction remains with the classroom teacher.
At higher language-acquisition levels, students are encouraged to remain in the classroom where they are supported through supplemental programs and the content is presented in a sheltered setting. The district recommends clustering ELL students in classes taught by specially trained grade-level teachers.
At the middle and high schools, ELLs take their English, Reading, and Writing classes from a certified ESL teacher. Sometimes, other subjects such as history are taught in sheltered ESL classrooms.
The Battle Ground ESL program strives to tie in with the district’s language arts program in terms of scope and sequence, instructional materials and texts. At schools and grade spans served by Title I/LAP, every effort is made to coordinate support with services provided by these programs.

English Language Learners Excel in Battle Ground
The state report of Annual Measurable Achievement Objectives (AMAO) for districts in the State Transitional Bilingual Instructional Program includes scores for ELL (English Language Learner) students in Battle Ground Public Schools. The report released in 2011 showed that for the previous six years, Battle Ground English language learners have exceeded the AMAO standards in all three target areas:
Target 1: Annual increase in the number or percentage of children making progress in learning English.
Target 2: Annual increase in the number or percentage of children attaining English proficiency.
Target 3: Increase in the number or percentage of English language learners meeting AYP targets in reading and math on the MSP (Measure of Student Achievement).
This measure of success is reflective of our dedicated ESL (English as a Second Language) staff, our classroom teachers, and the parents of these students who support the development of English and academic success in the students we serve.
